Man accused of killing while out on bail, then again on probation

Baltimore police accused a city man of raping and killing a prostitute and nearly killing another between his guilty plea to dealing heroin and his sentencing in 2003.

And less than a year after a Howard County judge sentenced William Vincent Brown to probation, police say, Brown raped and strangled a 15-year-old girl.

Baltimore authorities charged Brown in late July with two counts of first-degree murder and three counts of first-degree rape in those attacks. Maj. Terrence P. McLarney, commander of the city homicide unit, said Brown has confessed to killing a homeless prostitute whose body was found in 2003.

McLarney said it’s too soon to know if Brown, 41, can be linked to recent strangulations. This summer, McLarney formed a task force to investigate unsolved homicide cases, mostly involving female prostitutes.
